With over 25 years in the disability field as a rehabilitation counselor in the private sector, Barbara brings experience and vision to her position as Executive Director of the PCIL. In her short time with PCIL, she has begun to re-define member benefits, build collaborative relationships with stakeholder groups, government public and private sector entities, and other associations interested in advancing independent living, and increase the visibility of the network of Centers around the Commonwealth. She has embraced the Independent Living philosophy and the desire for all persons with disabilities to live where they choose and to have direction and control over their lives. Having a lifelong disability which affects her ability to breathe and consequently her mobility, Barbara is not only knowledgeable about disability and independent living, but lives it. Barbara has an Associate's Degree in Education from Harrisburg Area Community College, a Bachelor's Degree in Elementary Education from the Pennsylvania State University and a Master's Degree in Special Education from Shippensburg University. She is a Certified Rehabilitation Counselor and a Certified Case Manager. She was appointed by the Governor to the Pennsylvania Rehabilitation Council and served from 2004-July 2007.
Barbara resides in Mechanicsburg with her trusted companion and PCIL mascot, Molly. Barbara has four daughters-Jennifer, Alison, Andrea and Jessica. She also has six grandchildren who are all the light of her life. She is active in her church, Christian Life Assembly in Camp Hill. She is also a member of B.A.G. (Books Are Great) Ladies Book Discussion Group. In addition to her commitments, she enjoys spending time with her mother, traveling and visiting with her children and grandkids.

In 2006, Elaine came to PCIL as Administrative Assistant from Experience Works, a re-training program for older adults who desire to remain in or return to the workforce. Through several training assignments she was able to enhance her office and computer skills. Having a progressive neuromuscular condition which affects her manual dexterity and gait, Elaine is thrilled to have the opportunity to work in the disability field. She is concerned with housing, access to medical care, and financial independence. She has enjoyed meeting many people from the Centers around the state. She continues to build her skills in the areas of publishing and bookkeeping.
