2005 Budget

The Congress completed action on the Fiscal Year 2005 (October, 2004 through September, 2005) budget when it passed a $338 billion omnibus appropriations bill on November 20, and President Bush signed the bill into law on December 1, 2004. The large omnibus bill combines nine of the 13 appropriations bills into one. All disability programs are part of this bill, including the departments of Labor, Health and Human Services, Education, Housing and Urban Development and Transportation. To meet the budget limits set by the Bush Administration, there is an across the board cut of .83% on all spending except defense and homeland security. Overall spending under the omnibus bill averages less than a 2% increase. The table below compares FY 2004 funding levels with the Administration's budget request and the final FY 2005 appropriations.

* Please note that the figures in the “Omnibus Conference Agreement” column are not the final figures. Each of these numbers will be reduced by .83% because of the across the board cut.
